IRCC Extends 911 Invitations in Express Entry Draw for PNP Candidates
Canada’s immigration authority, Immigration, Refugees, and Citizenship Canada (IRCC), has recently concluded an Express Entry draw that was exclusively for Provincial Nominee Program (PNP) candidates, issuing a total of 911 invitations to apply (ITAs). Those who were invited had to meet or exceed a Comprehensive Ranking System (CRS) score of 732 to qualify.
The draw conducted on September 9, 2024, kicked off the month following an eventful summer, marked by a record-breaking number of Express Entry draws, particularly in July. Notably, July saw nine draws, making it the busiest month since the Express Entry system was implemented in 2015.
In a strategic move, IRCC seems to follow a biweekly pattern of conducting multiple draws, frequently including a PNP-specific draw. This practice aligns with the department’s goal of prioritizing “domestic” draws to facilitate the transition of temporary residents in Canada to permanent residence status, as well as managing the influx of temporary residents.

Introduced in January 2015, Express Entry is a system for managing applications for Canada’s main economic immigration pathways: the Federal Skilled Worker Program, Canadian Experience Class, and Federal Skilled Trades Program. The CRS is a pivotal aspect of Express Entry, assigning points for various candidate characteristics such as language proficiency, work experience, education, and age.
Candidates can also receive an enhanced nomination through PNP streams aligned with Express Entry, which grants them an additional 600 CRS points, significantly boosting their chances of receiving an ITA in upcoming draws.
In response to the changing labor market needs and demographic demands, IRCC began conducting category-specific selection draws in 2023. These draws target candidates with specific in-demand skills and do not require applicants to be in any particular Express Entry program. They have lower CRS requirements compared to program-specific or general draws. These categories include Healthcare, STEM professions, Trades, Transport, Agriculture and agri-food industries, and those proficient in French.
IRCC reviews and may adjust these categories annually to reflect shifting employment and demographic trends. Candidates who secure ITAs under these categories are a crucial part of Canada’s strategy to meet labor market demands.
