If you submitted your study permit application before November 1, 2024, you’ll be pleased to know you are exempt from the new Post-Graduation Work Permit (PGWP) field of study requirements, according to recent updates from Immigration, Refugees and Citizenship Canada (IRCC). This means the crucial factor is the date you filed your study permit application, not your PGWP application date. However, remember that you must meet the new language proficiency standards when applying for a PGWP.
Previously, IRCC mentioned that exceptions to language and field of study requirements applied only to those who applied for a PGWP before November 1, 2024. The update clarifies that your study permit application’s timing impacts these requirements. Graduates holding bachelor’s, master’s, or doctoral degrees aren’t required to satisfy field of study stipulations. These criteria are primarily for college and university vocational program graduates.

Regardless of your study permit’s submission date, all PGWP applicants must fulfill general eligibility and language criteria. Language proficiency is demonstrated through IRCC-approved assessments, with English language skills measured against the Canadian Language Benchmark (CLB) scale. French skills are evaluated using the Niveaux de compétence linguistique canadiens (NCLC) scale.
PGWP Eligibility for Study Permit Applications Before Nov. 1, 2024:
- University bachelor’s, master’s, or doctoral programs: English or French proficiency of CLB/NCLC level 7 in all abilities.
- University programs not listed above: English or French proficiency of CLB/NCLC level 7 is needed.
- College or non-university programs: English or French proficiency must meet CLB/NCLC level 5.
PGWP Eligibility for Applications After Nov. 1, 2024:
- University bachelor’s, master’s, or doctoral programs: CLB/NCLC level 7, no field requirements.
- Other university programs: Must graduate from an eligible field.
- College or non-university programs: Need proficiency of CLB/NCLC level 5 and a qualifying field of study.

Are you concerned about transferring schools? If you still hold a study permit applied for before November 1, 2024, and switch Designated Learning Institutions (DLIs), you’ll need to conform to newer field requirements unless graduating from a university bachelor’s, master’s, or doctoral program.
